Handle private files, review states, and immutable evidence revisions correctly.
UPLOAD CHECKLIST

The upload picker has a 25 MB hard ceiling, but the current content validator applies a 10 MB acceptance limit. Keep evidence at or below 10 MB to avoid a server-side rejection.
SECURITY SCAN STATES
A document with a pending security scan may satisfy the evidence-presence check for submission. Approval cannot be granted until every effective evidence file is scan-clean. Rejected or failed evidence cannot support approval and must be replaced when an editable revision is available.
EXPIRY DATES
Add an expiry date to Agent license or insurance evidence and to Supplier quality certificate, export license, or brand authorization evidence. The earliest effective evidence expiry can control ongoing eligibility, so use the real document date.
ROLES AND PRIVATE FILES
Only an owner or admin may prepare revisions, upload or download confidential evidence, remove draft evidence, and submit the organization. Members may see status and the customer-visible timeline but cannot access confidential documents or submit.
REVISION RULES
Only files uploaded for the upcoming unsubmitted revision can be removed. Submitted and In-review evidence is immutable. If changes are requested, update the returned draft and submit a new revision.
Unchanged evidence from an earlier revision carries forward. Uploading a newer file of the same evidence type makes that newer file effective for the next review; the older file remains immutable history and is not overwritten.
An approved organization may prepare and upload its next revision while the current approval remains eligible. Eligibility pauses when that new revision is submitted, or when effective evidence expires first. Historical applications and decisions remain readable.
